The below section has been updated to reflect this. Lush caves can now generate naturally outside the beta versions behind experimental gameplay toggle.

Lush caves can now generate below Y0 to Y-64 if the Caves Cliffs experimental gameplay toggle is enabled. There is no official announcement about the Minecraft Cave Update. Mojang recently announced the 116 Nether Update one of the most extensive overhauls they did.

The game is set to be released in the Summer of 2021. I dont mean the discovery that fierce predators can take on adorable forms or the surprisingly playful nature of powder snow. Now the Minecraft Caves and Cliffs update for 117 will add many things to do.
